The New York City Department of Education is a behemoth of a bureaucracy. Even savvy and well-educated parents of children with disabilities have difficulty navigating it and ensuring that their children receive the Free Appropriate Public Education (“FAPE”) to which they are entitled as a matter of law.
Having worked at the DOE, I have an understanding of its complexities and dysfunction. While I admire and respect many of its employees and their dedication to serving students with disabilities, I also understand how greatly they are often restricted in their individual capacity to recommend programs and services designed to meet the unique needs of each child.
